The issue in this appeal is whether the respondent's letter dated 12 November 1998 constituted a "decision" which was capable of review.



In my opinion:
The information in this judgment in regard to home help should serve as
a warning about home help and receipts, perhaps the ACC fraud issues in this area could have been avoided if responsibility for paying for home help services is done via direct ACC / provider relationship, the ACC policy and procedure in the home help area could be improved to eliminate any potential fraud issues.

problems in this arena appear to arise when responsibility for finding and paying for home help is rested upon the claimant - as not everyone understands how the ACC system works.
