Every institution and even individuals use psychological techniques to recover outstanding money owed to them. This is normal.
The problem is Socialists have been engineering Society with the belief that it is okay to rob from the rich to give to the poor so Such people who have succumbed to such socialism resist making good on their liabilities. Sadly this is like a disease that pervades our society.
What we really need is good parenting skills to create good strong community values. This is where the investment should be. Perhaps Star Trek should be compulsory in the education system.
