The Weir judgment also gives rise to "extenuating circumstances" to justify lodging reviews of rehab plans finalised before Weir outside the three month time limit - the extenuating circumstance being that you understoood the settled state of the law before Weir gave you no right to review, but now the law has been clarified by the High Court, you realise you have that right.
