needy if the document is copy writed then it would be the Otago University problem in publishing it on a public web site. I am sure you could go to the Otago University Law Libuary and obtain a copy for personal use. It is common pratice to publish documents that are use to obtain degrees in this case a Bachelor of Law.

As you will wantto know were the Law Libuary is it is in the Richarson building. its either 7th or 8th floor. the richardson building is very easy to find as it just past the student union and a cafe. If you feel hungry try the pancakes they are recomended

All dissertations and theses are publicly available as part of the conferral process of gaining the degree. Most are now online and can be accessed via TROVE or the institution's own website. In this case this honours dissertation is available online through Otago university and permission is given for it to be available and accessible online by the student as a matter of course.
