Two shoulders versus one-lump sum who should get paid more? this will shock you.

If you had a person who had severe injuries to both shoulders (both of which required hip grafts to repair) and a person who only had one shoulder injury and no grafts, who should get more compensation? Answer..paid by ACC..the person with one shoulder injury of course !! 2 shoulders assessed at 13% & 12% respectively versus the person with one shoulder assessed at 32% impairment !! why ? Two different assessors and the one shoulder person simply refused to move it at all !! How the hell does that work? what can we do? and by the way the other person has now returned to work.....cleaning !!! Help us please.
